Congratulatory messages on the OUHK's Tenth Anniversary

The Open University of Hong Kong has made encouraging achievements since its inception in 1989. From 4,000 students at the beginning, the enrolment has now grown to more than 24,000 students. The number of programmes offered has expanded from five to more than 50. Some 8,000 students have graduated over the years. With a system of open access and distance learning, the Open University makes higher education much more accessible to those who want it.

On the occasion of its Tenth Anniversary, I congratulate the Open University for its outstanding achievements over the past decade. I am sure it will continue to play an important role in promoting lifelong learning in the coming years as it fulfils its goal of becoming a regional Centre of Excellence in adult education and open learning.
