Santiago Chuen obtained his Bachelor degree in Social Science (Hons.) from the University of Hong Kong, Master of Business Administration (Distinction) from the Heriot-Watt University, UK and has been advanced to Fellow Member, the Association of Chartered Certified Accountants, UK in 1996 and to Fellow of CPA Australia in 2012.
Mr. Chuen worked for the Hong Kong Government from 1981 to 1993. During the time, he had served a number of Government Departments as an Executive Officer, working in such areas as legal aid, broadcasting, census and statistics and education. As an Executive Officer, he had undertaken such duties as general office administration, human resources management, staff discipline and management, finance and accounting, etc.
Mr. Chuen resigned from the post of Senior Executive Officer from the Hong Kong Government in 1993. He then migrated to Queensland, Australia where he was engaged by Queensland Department of Housing as Senior Finance Officer and later promoted to Manager, Policy. In Queensland Housing, he was initially entrusted with the responsibilities to formulate and implement a suite of changes to its financial management framework so as to enable the Department to commercialize its operations in order to meet Commonwealth Government requirements. Before returning to Hong Kong in 1997, he took up the assignment to rationalize the Department’s corporate support workforce upon merging with the Department of Public Works.
He joined City University of Hong Kong in 1998 as Finance Manager (Accounting and Financial Planning) and then moved to Hong Kong Housing Authority as Financial Controller in late 2000. In this latter position, he was responsible for the strategic financial management and planning of the Estate Management Division and the Development and Construction Division.
In February 2008, Mr. Chuen was appointed by the Open University of Hong Kong as Head of Finance managing the university’s finances as well as all facilities management issues. In February 2014, he was retitled as Director of Finance and relinquished his facilities management responsibilities.
