    Biography

    Mr. Owen TAM obtained his Bachelor of Business Honours in Information and Library Management from Royal Melbourne Institute of Technology and Master of Business Administration from Southern Cross University in Australia.  He is also an Associate of the Australian Library and Information Association, and a Fellow of the Hong Kong Library Association.

    Mr. TAM joined the Open University of Hong Kong as the Librarian of the University in 2018.  He has worked in academic libraries for many years, serving senior management positions in all service areas including administration, collection development, public services, technical services, and information technology development.  Mr. TAM started as the Systems Librarian of Lingnan University in 1995.  Owing to his significant contribution to the service and operations of the Lingnan Library, he made rapid progress in his career and was appointed Associate Librarian (Associate Director I, substantiated) in 2009.  With a rich and diverse work experience in the academic library management field, Mr. TAM demonstrated excellent leadership and was instrumental in the implementation of innovative solutions to keep the Lingnan Library at the forefront of technology developments.  He is well-connected with the regional and international library communities and has served several committees under the Joint University Librarians Advisory Committee, and as Council Member and Vice President of the Hong Kong Library Association.  He has also been active in professional research and has published and presented over 30 papers in professional journals and local and international conferences.  His research interests are mainly in the areas of the evolving role of academic libraries in the digital and Internet era, and interinstitutional collaboration among university libraries.

    As the Librarian of the Open University of Hong Kong, Mr. TAM provides strategic direction, leadership and innovative management to the OUHK Library.  With a team of dedicated and talented library staff, he is committed to leading the OUHK Library to provide world-class library resources and services to the university community and make the Library an indispensable partner of students and faculty for studies, teaching and research, and their companion for lifelong learning.
