Biography
Dr. Simon K.S. Cheung earned his BSc and PhD in Computer Science from the City University of Hong Kong, and his Master of Public Administration with Distinction from the University of Hong Kong. He also received executive training from Harvard Kennedy School of Government and Oxford Said Business School. A Chartered Engineer, Chartered Scientist and Chartered IT Professional, Dr. Cheung was admitted as a Fellow of the British Computer Society, Fellow of the Chartered Management Institute, Fellow of the Institute of Mathematics and its Applications, Fellow of the Institution of Engineering and Technology, Fellow of the Hong Kong Institution of Engineers, and Fellow of the Hong Kong Computer Society. Dr. Cheung is currently the Director of IT in the Open University of Hong Kong, overseeing the IT services for teaching, learning, research and administration. He has been working in the higher education sector for over 30 years in various administrative capacities, mainly in IT and educational technology, while also assuming academic duties such as course development, teaching and research. His publications include 1 monograph, 29 edited books, 20 edited journal issues, and 150 journal articles, book chapters and conference papers. He has delivered 15 keynotes in relevant international conferences. Dr. Cheung received the Outstanding Research Publication Award from the Open University of Hong Kong in 2016 for his monograph (Augmented Marked Graphs, xii + 150 pages, Springer, 2014). Other awards in recognition of his achievement in the field include the First Class Achievement in Computer Science and IT from the Shenzhen Science and Technology Association in 2016, the Outstanding CIO Award from the Hong Kong IT Joint Council in 2015, an Honouree for IT Excellence, CIO Award from the CIO Asia in 2015, and a number of awards such as best paper awards, excellent paper awards and best presentation awards from international conferences. He has been listed in Who's Who in Science and Engineering since 2007.

Academic & Professional Experience
Dr. Cheung has been the Director of IT at the Open University of Hong Kong since joining in 2010. He was the Director of IT Services, SPACE, the University of Hong Kong (2007 to 2010), and the Associate Head of Registry and IT Services cum IT Services Section Lead, SCE, the Hong Kong Baptist University (1998 to 2007). Prior to these, he worked in the Chinese University of Hong Kong (1990 to 1998), and the Hong Kong Council of Social Services (1988 to 1990). He was also engaged in part-time teaching and course development in computer science with the Open University of Hong Kong (1994 to 1998). Working in the profession for many years, mostly with university IT services, Dr. Cheung has successfully led a number of key initiatives and projects, pertaining to enterprise systems, business process reengineering, campus IT infrastructure development, electronic library, learning commons, blended learning, academic analytics and student advising. He played a pivotal role in implementing ERP systems in the Open University of Hong Kong, and establishing a Centre for Cyber Learning to deploy blended learning in SPACE, the University of Hong Kong. The former won the Hong Kong ICT Award (Best Business Solution) Special Award in 2015, and the latter won the Excellent Team Performance Award from SPACE, the University of Hong Kong in 2008. Dr. Cheung is the Vice Chairman of the International Hybrid Learning Society, and the Vice President of the Hong Kong Society for Multimedia and Image Computing. He was the Deputy Chairman of the CPD Committee and the Honorary Secretary (IT Division) of the Hong Kong Institution of Engineers. He was also an Honorary Consultant on e-Learning with the Beijing Open University. Dr. Cheung has served as a section editor, guest editor or editorial board member of international journals, editor of books or volumes in book series, and conference chair, technical or programme chair of international conferences.
