Dr Anthony Francis Neoh, SC, JP (Doctor of Social Sciences, honoris causa)

After teaching for two years, Dr Neoh then joined the Hong Kong Government in 1966. Working up from the ranks of the Administrative Service, he was promoted to Assistant Director of the ICAC in 1976. After serving in the ICAC, he decided to leave Government Service for practice at the Hong Kong Bar in 1979. He became a member of the California Bar in 1984. He was appointed Queen's Counsel (now retitled, Senior Counsel) in 1990.

‘China’s largest e-commerce company Alibaba failed to obtain an exemption from the listing rules of the Hong Kong Stock Exchange.’
‘The Court of Final Appeal declared that it is unconstitutional to deny social security to new immigrants.’

As a governmental, financial and legal veteran, Dr Neoh will present his views on these matters, drawing from the historical development of the Rule of Law in the Western and Eastern World, how we have advanced in Hong Kong on the Rule of Law and how we can promote the Rule of Law under the concept of One Country Two systems.

Dr Neoh believes in lifelong learning. He will share his experience with us!
