Introduction
The “Occupational Safety and Health Ordinance and Regulations” enacted in 1997 emphasizes the share of responsibilities between employers and employees in achieving occupational health and safety in the workplace. The Professional Diploma programme (PPDOHS) aims to develop professional knowledge in occupational health and safety related to daily working environments. It leads to Graduate Membership of the Institution of Occupational Safety and Health (Grad IOSH), United Kingdom. The Diploma programme (PDPOHS) is an intermediate award particularly designed for those who are interested in knowing more about the field of occupational health and safety.
Programme Information
Learning Outcomes
Upon completion of PDPOHS, students should be able to :

Identify general health and safety problems within their workplace;

Evaluate the degree of complexity of health and safety problems;

Formulate abatement programmes to tackle health and safety problems;

Assist senior management in the establishment of a health and safety policy; and

Design, implement and evaluate a health and safety management system.
Upon completion of PPDOHS, in addition to the outcomes above, students should be able to :

Develop professional knowledge and maintain competence in occupational health and safety related to daily working environments; and

Enhance their personal and professional development in Occupational Health and Safety.
Programme Features

The first and largest OHS diploma programme in Hong Kong;

Graduates of PPDOHS and PDPOHS with relevant working experience are eligible to apply for registration as a “Registered Safety Officer” in Hong Kong;
-
Graduates of PPDOHS are eligible to apply for Graduate Member (GradIOSH) of IOSH, UK;
-
Graduates of PDPOHS are eligible to apply for Technical Member (TechIOSH) or Associate Member (AIOSH) of IOSH, UK;
-
Individual courses are also suitable for experienced staff for satisfying the Continuing Professional Development (CPD) requirements under the Factories and Industrial Undertakings (Safety Officers and Safety Supervisors) Regulations.

Professional Recognition

RSO : Upon completion of the programmes, graduates with relevant working experience are eligible to apply for registration as Registered Safety Officers (RSO) in Hong Kong.

TechIOSH : PDPOHS graduates with at least 5 years of health and safety experience are eligible to apply for the membership of TechIOSH, UK*.

AIOSH : PDPOHS graduates are eligible to apply for the membership of AIOSH, UK*.

GradIOSH : PPDOHS graduates are eligible to apply for the membership of GradIOSH, UK*.

Student Member of IOSH: PPDOHS and PDPOHS students are eligible to apply for Student Member of IOSH*.

CNE : Graduates will be awarded up to 90 CNE points under the Continuing Nursing Education (CNE) system of the Hong Kong Nursing Council.

Study Path
Graduates of PPDOHS / PDPOHS may proceed to study PUGOSH BSc (Hons) in Occupational Safety and Health Management (top-up) programme offered by Middlesex University UK (with exemption from English language requirement).

Admission Requirements
Applicants are normally required to meet either one of the following requirements:

Level 2 in 5 HKDSE subjects (including English and Chinese); or

Diploma Yi Jin; or
-
5 passes in HKCEE (including English and Chinese at level 2 or grade E) or equivalent plus 1 year of relevant working experience; or
-
Yi Jin Certificate plus 1 year of relevant working experience; or
-
Equivalent qualifications (at QF level 3); or
-
Mature applicants aged 21 or above with 3 years of relevant working experience may also be considered.

Assessment
To obtain an award, students are required to pass both Continuous Assessment (in the form of assignments, case study and presentation, test etc.) and Examination in each course. The passing mark is 50%. Students are required to fulfill an attendance rate of 70%.
Exemption Policy
An applicant who has successfully completed a course of comparable content and standard at a recognized tertiary institution or through a professional examination, e.g. holder of ASO Certificate / CSO Certificate issued by Construction Industry Council Training Academy (CICTA) may be considered for exemption from taking “OSH 5001EP Introduction to Occupational Health and Safety”.

Will I be eligible to obtain the Registered Safety Officer (RSO) qualification directly after completing the programme?

No. The programme is designed to meet the educational requirements for registration as Registered Safety Officer (RSO) of Labour Department. However, in order to get the qualification, graudates have to meet several requirements set by the Labour Department.
