Further Updates on Campus Access Control Measures and Vaccine Pass 2022-02-15

    Dear students,

Further to my previous email dated 24 January 2022 regarding the update on new campus access control measures, in support of the Government’s escalation of epidemic control measures for the health and safety of the community, the University will implement the same “Vaccine Pass” arrangements as announced by the Government on campus starting from 24 February 2022.  In this connection, anyone entering the campus will be required to have completed their first dose of COVID-19 vaccination by 24 February 2022, and the second dose by 21 April 2022, unless they are medically exempted or below the age of 12.  Proof of medical exemption would be required in the form of Exemption Certificate issued by a registered doctor (details).

Following the same rationale, from 1 March 2022, when the new Campus Access Control Measures take effect, only those who possess an Exemption Certificate will be permitted to use test results* to enter campus. The Vaccination/Test Reporting System (VTRS) has been modified to allow uploading of the Exemption Certificate.  If you are medically exempted and have already obtained a valid Exemption Certificate, please upload a copy to VTRS to meet the requirement.  If not, please try to get one from your doctor as soon as possible for submission.

Below is a summary of the requirements to enter campus for your easy reference:

    From 24 February to 28 February 2022

    1. Vaccinated with at least one dose; or
    2. Medically exempted with Exemption Certificate

    From 1 March to 21 April 2022

    1. Fully vaccinated at least 14 days before entry; or
    2. Medically exempted with Exemption Certificate and submitted a negative result of Covid-19 test * that was carried out within 7 days before entry; or
    3. Vaccinated with at least one dose and submitted a negative result of Covid-19 test * that was carried out within 7 days before entry

    From 22 April 2022 onwards

    1. Fully vaccinated at least 14 days before entry; or
    2. Medically exempted with Exemption Certificate and submitted a negative result of Covid-19 test * that was carried out within 7 days before entry; or
    3. Fully vaccinated in less than 14 days and submitted a negative result of Covid-19 test * that was carried out within 7 days before entry

We would like to remind you that with effect from 24 February 2022, you are required to use the LeaveHomeSafe app to show the QR code of either your electronic vaccination record or Exemption Certificate stored in your mobile phone to enter the campus.

From 1 March 2022, in addition to LeaveHomeSafe, you are required to use your Student ID to tap the turnstile to enter campus.  For students who have not yet picked up their Student ID card, please register with the security guards at the entrance and pick up your Student ID at the Registry counter on 5/F, Block A, Main Campus at your next visit to campus.  If you have not yet submitted your record of vaccination to VTRS, please do so as soon as possible.

The University will continue to monitor the pandemic situation closely and make any necessary adjustments to the policy as and when required. To protect yourself and others, you should get vaccinated as soon as possible.  For information about the HKSAR Government’s COVID-19 vaccination programme, please visit https://www.covidvaccine.gov.hk/en/.

    Regards,

    Prof. Lui Yu Hon

Other than this announcement, LiPACE students should also read LiPACE announcements for access to Lai King and Kwai Hing campuses.

    * In view of the high demand and long waiting time for taking the COVID-19 test, the University will accept combined nasal and throat swab sample test and deep throat saliva sample test recognized by the Government as well as rapid antigen test until further notice. For Government recognized test, please see https://www.coronavirus.gov.hk/eng/early-testing.html
