    This higher-level course is one of the core courses within the BSocSc in Public Administration and BSocSc (Hons) in Public Administration. It is also suitable for Social Sciences students who wish to acquire the knowledge to understand and analyse Hong Kong’s current public sector reform.

    Advisory prerequisite(s)
    You are advised to have already studied SOSC A101 and PUAD A202.

    This course aims to assist students in developing a comprehensive understanding of theories in new public management and public sector reform in developed countries; in acquiring the knowledge of the structure and functions of the public sector and civil service system in Hong Kong; in understanding the contexts within which Hong Kong’s public sector reforms have been launched and the contents of those reforms; and in analysing Hong Kong's public sector management in the wider international context.

    The course covers the following topics:

    • Public administration and new public management

    • Public sector reform in developed countries

    • An overview of public sector reform in Hong Kong

    • Trading fund reform in Hong Kong

    • School management reform in Hong Kong

    • Human resources management reforms in the Hong Kong government

    • Housing management reforms in Hong Kong

    • Reforms in the Hong Kong Police

    • Hong Kong public sector reforms in a global context

    Learning support
    There will be 12 two-hour tutorials and two two-hour supplementary lectures.

    There will be five assignments and a final examination.
