The Open University of Hong Kong (OUHK) and the Hong Kong Standards and Testing Centre (STC) signed a Memorandum of Understanding (MOU) today (24 April) to facilitate collaboration to develop the testing and certification industry.

The OUHK President Prof. John C Y Leong and STC Chief Executive Dr Richard Fung signed the MOU at a ceremony held at the OUHK's Ho Man Tin campus. The ceremony was witnessed by the OUHK's Dean of School of Science and Technology Prof. Ho Kin-chung and STC Chief Operation Officer Mr Harry Yeung.

Speaking at the ceremony, Prof. Leong said the testing and certification industry is well developed and enjoys clear advantages in Hong Kong. He said the OUHK is committed to nurturing professionals to cope with the needs of the industry. As testing and certification is a professional subject area which emphasizes both theory and practice, collaboration between academia and the industry is vital in driving further growth.

To facilitate the development of the industry, the OUHK and the STC will collaborate on the provision of seminars, technical visits and practical training. The OUHK students will obtain up-to-date industry knowledge and internship opportunities from the STC. They will also have the chance to visit local and mainland large-scale laboratories. The OUHK will provide study opportunities for staff members of the STC. At the same time, both parties will explore other joint projects to benefit the industry at large.

Prof. Leong said it is the OUHK's honour to cooperate with the STC. He hopes the joint efforts, capitalizing on the resources and strengths of the two parties, will help optimize the development of the testing and certification industry in Hong Kong.

Dr Fung expressed that he would fully support OUHK to establish undergraduate and graduate programmes for testing and certification. He expressed the belief that STC, with its 50 years of expertise in the testing and certification industry as well as its wide range of equipment and facilities in Hong Kong and China, would be well placed to provide assistance and technical support to OUHK.

The OUHK has launched programmes in testing and certification at both undergraduate and postgraduate levels to meet society's need and provide manpower support. The University's New College on Chung Hau Street which is now under construction, will offer full-time programmes in testing and certification in future.

The STC was founded in 1963 as the first independent, not-for-profit testing, inspection and certification organization in Hong Kong. It has been serving local industries with impartiality, reliability and professionalism since inception. The STC has contributed to the transformation of local industries by expanding its service networking and providing a comprehensive one-stop conformity assessment service to ensure products are in compliance with corresponding technical and safety requirements.
