The construction of the permanent campus of the OUHK was funded by the Government in 1992, and the Foundation Stone Laying Ceremony was held in December 1994. To commemorate the construction of the permanent campus, a time capsule ceremony was also held on the same occasion to leave behind precious memories. The capsule contained historic and valuable items contributed by the officiating guests, OU community and representatives of prestigious organizations in Hong Kong. It was buried in the main campus later and set to open in 2020.
In November 2020, the Unearthing Ceremony of the Main Campus Time Capsule was held and officiated by President Prof. Yuk-Shan Wong, Provost Prof. Reggie Kwan and Vice President (Resources & Development) Prof. Lui Yu-hon.
The Library has collaborated with Public Affairs Unit and Educational Technology and Development Unit to digitize some items for online display and long term digital preservation.
