What are the legislative issues affecting distance education?

Ultimate responsibility for public education institutions normally rests with national, state, or provincial legislatures. Thus most single-mode institutions have been established through a legislative action setting the legal requirements for their operation.

That has not necessarily been the case for dual-mode institutions, where distance teaching programs have often been added to conventional institutions without specific legislative approval.
