Thanks for recommending the UNESCO book. I plan to follow that up. I also wanted to agree with you about teacher centered education. I find this very true in the US with the people doing education. They (the teachers and their teachers) have what is called "espoused theory" that is, they can tell you the accepted answers that they feel you want to know. For example, student-centeredness, flexiblity, a more participative humanistic approach. In real life they have their "theories in use" which for the most part is behavioristic in the sense that it usually is techer controlled and teacher-directed. After all it is faster and easier to creat a learning environment where I (the teacher) is always right and knows better, than to take the time to find out what the learner needs.
