Bill: Perhaps you have hit on an important issue. I am finding that some of my colleagues have done what you say has been done in South Africa. I am finding a lot have people have. In fact several have come up with a new set of old ideas. I think that the problem comes down to everyone wanting "the correct formula". I don't think there is a perfect one. However I think standard are great if people can remain flexible and adaptive. I was part of a world wide group attempting to set up standards and norms for competencies in the workplace. It was discovered that no one knew of any organization that could run on competencies for every job. Also, they (the committees) came to the conclusions, stamdards like programs, may not apply everywhere. Especially with the rapid changes going on' I would like to see people exchanging some of this work someday to see what the similarities and differences are. I am glad you brought this up. We at my institution have discovered that we have different definitions and perceptions of what distance education is. Some don't classify anything like correspondence etc as DE. Only two-way interactive where feedback can be immediate. I don't know where they got that or who made it up. I think so long as we keep talking progress will be made.
