The Open Learning Institute (OLI) was established in 1989 "to provide enhanced opportunities for higher learning in Hong Kong through the use of distance education methods". In May 1997 by an Act of the Hong Kong Legislative Council, it transformed into The Open University of Hong Kong (OUHK). Universities by tradition are established to teach, research, and provide service to the community. While the OUHK (as OUHK) has, excelled in teaching and communal services, there is the need to complement these achievements with the enhancement of its research functions as it strives to take its place in the world of academia. The establishment of the Centre for Research in Distance and Adult Learning (CRIDAL) is a response to this dire need. CRIDAL's vision in relation to the vision of the University are:
